    On 20 October 1969, Brigadier General C H Bolender wrote a memo recommending termination of Project Blue Book. He stated that “reports of unidentified flying objects which could affect national security are made in accordance with JANAP 146 or Air Force Manual 55-11, and are not part of the Blue Book system”. Thus although “termination of Project Blue Book would leave no official federal office to receive reports of UFOs”, he commented that “reports of UFOs which could affect national security would continue to be handled through the standard Air Force procedures designed for this purpose”

    In November 1970, the UFO subcommittee of the American Institute of Aeronautics and Astronautics (“AIAA”) published a statement entitled “UFO, An Appraisal of the Problem” in its journal, Astronautics and Aeronautics,criticizing the conclusions of the Condon Report and encouraged further study of the UFO problem. It concluded that it found it “difficult to ignore the small residue of well-documented but unexplained cases which form the hard core of the UFO controversy”.

    On 21 December 1977, a letter was written by NASA Administrator, Robert A Frosch, to Dr Frank Press, Director, Office of Science and Technology Policy, Executive Office of the President stating that NASA did not feel it could mount a UFO research effort without a better starting point than it had been able to identify thus far. The letter referred to absence of “tangible or physical” evidence for laboratory analysis.
